Proposal to not participate in BIO Auction

Proposal to void the proposal to participate in the BIO auction.

Rationale:

1. It is now mostly filled
2. It is better to let the market use their own PSY rather than let the DAO front-run people
3. If PsyDAO creates a liquidity pool for PSY this will actually generate positive momentum and buy pressure during the auction
