Spend 25 ETH from DAO Treasury to acquire Moonbirds

Based on the passing of the previous snapshot vote related to using treasury funds to acquire Moonbirds and the discussion in the discord, this vote is to approve further specifics around the potential acquisition of Moonbirds (moonbirds.xyz). This proposal is to approve spending 24 ETH from the PunksDed DAO treasury to mint/acquire Moonbirds (moonbirds.xyz) with price per Moonbird at the discretion of the multi-sigs (with the goal being to mint/acquire as many Moonbirds at the lowest price possible). Mechanics of minting and or secondary purchasing to be discussed further in #dao-tavern but at discretion of multi-sigs given we'll need to be dynamic on mint day and won't have time to pass official votes. If proposal passes, we will "nest" the moonbirds. Any decisions what to do with any airdrops received from moonbirds or to sell Moonbirds will be determined via future DAO votes.
