[Nouns Builder #89] Adjust Proposal Threshold

[Since Purple holds one Builder DAO token, this is a proxy vote for Nouns Builder #89. Purple has three options: FOR, AGAINST or ABSTAIN

The proposal threshold (the number of tokens needed to submit a proposal) just recently went up from 2 to 3 tokens needed to propose. The current threashold is .5% of total token supply.

Due to the limited number of active holders, it seems prudent to adjust the percentage so that only 2 tokens are needed to submit a proposal for voting. This proposal will adjust the threashold from .5% to .35% to allow more holders to continue to participate.
