Decide how much ETH to raise for bidding

We will now vote on how much $ETH will be raised from the KittyVault to bid 1,000 PCC on BLUR. This amount will directly change the price we bid at.

90 ETH = 0.09 Bid 100 ETH = 0.1 Bid 110 ETH = 0.11 Bid 120 ETH = 0.12 Bid 130 ETH = 0.13 Bid
