[Pyme10] - Ceasing DAO control

This proposal will cease all DAO operations, end DAO Council control, end governance through the constitution and burn all remaining tokens to be vested to DAO control.

As proposal 9 has now passed and all remaining tokens have been minted and burned, it is proposed that the DAO ceases operations. This will be done in a number of steps.

1. The constitution will cease to be in effect if this vote is passed.

2. The DAO council will give control of the wallets currently vesting tokens back to the core team. These tokens will be burnt as they vest with any rights waived by the core team.

3. The DAO Council will revoke control over the token contract, removing all control over the token setting it to a null address.

4. Pyme Twitter and Pyme discord will be handed back to core team control. Pyme Discord will be made read-only and cease to be in operation. Pyme websites will be closed. Staking rewards will remain with full guides provided.

5. The DAO council, upon completion of all steps, will receive full November payment without vesting and share of the remaining wallet balance of non-Pyme tokens, currently around 1 ETH. Council members must be active in completing all steps to be eligible.

Pyme users will receive future tokens in-line with proposal 9.
