Summary

This development proposal approves the use of the Quantum Biology DAO treasury to power the operation of the DAO from February 2026 through January 2027.

Background

The Quantum Biology DAO is a founder-led, community-centric tokenocracy that seeks to advance the field of quantum biology. Each year, the Quantum Biology DAO passes a budget that covers its operations for the year.

The first DAO budget (DP-6) was passed on February 7th, 2025 and covered February 2025 through January 2026. That budget allocated $120,000 USD to seven categories. Actual expenditures, as reported by the Operations working group, amounted to $77,729.29 USD, or $42,270.71 less than budgeted. The largest expenditure was on the Media Director for the DAO, Kyra Gardner, under “Media.” The next largest was taxes on the initial DAO token auction, which falls under “Operations.” The $3,500 under “Other” was for promotional expenses during the DAO fundraise in December 2024.

The following proposed budget for 2026 is a result of several DAO discussions, in which a variety of possible plans for the budget were discussed. The three primary choices represented by this proposal are (1) expanding the budget to include a greater allocation for areas of special interest at the DAO (i.e., Education) and areas that may bring income (i.e., Product), (2) keeping the budget small overall, in line with the strategy of waiting for the Decentralized Science (DeSci) sector to recover, and (3) leaving decisions about larger expenditures (i.e., grants, investments) to be made through separate discussions and proposals.

Current DAO Core Contributors are Geoff Anders, Alessandro Lodesani, and Clarice Aiello. Various other members of the DAO are being considered for Core Contributor status.

Description

1. Approval of $180,000 USD for Feb 2026-Jan 2027. The Quantum Biology DAO will allocate $180,000 USD for its operations for the February 2026 through January 2027 period. This budget indicates a maximum, which should not be exceeded by more than $1,000 USD without a further proposal being passed by the DAO.

2. Allocation of budget to DAO functions. The budget for the Quantum Biology DAO will be allocated among functions as follows.

3. Decision making for use of budgeted funds. The $60,000 USD allocated to the Media function will be paid monthly to Kyra Gardner at Smarter with Science in accordance with a contract to be signed between Smarter with Science and the DAO. Changes to this plan must come from a formal DAO proposal.

The funds allocated to remaining functions (marked “DAO members” above), will be allocated as follows. For expenditures of less than $1,000 USD, decisions will be made by the relevant working group leaders, in consultation with DAO Core Contributors. For expenditures of $1,000 or greater, decisions will be made by first, the leader of the relevant working group making a recommendation to the DAO community in the weekly DAO community call, second, discussion in the weekly DAO community call, wherein alternatives may be proposed and discussed, and third, a deciding vote by a majority of DAO Core Contributors.

When budget funds are allocated to a specific use, power to determine specific expenditures may be delegated to relevant parties at that time. So, for instance, if the DAO decides to allocate $10,000 to a project, the DAO may also delegate specific decision making around the expenditure of that $10,000 to the project’s leader(s).

4. Logistics for transfer of funds. Funds allocated to specific purposes will be paid out in USDC or ETH at the request of the recipient. If the DAO does not have enough of the relevant token available at the time of the transfer, the DAO will trade USDC for ETH or ETH for USDC, as the case requires, prior to the transfer.

5. Logistics for community rewards. When contributors to the DAO are rewarded for community participation, they may elect to receive the reward in QBIO or USDC. If a contributor chooses to be compensated in QBIO, the amount of QBIO will be determined by the amount of USDC they would have received at the time of the award decision multiplied by the QBIO spot price on Uniswap. If the DAO does not have enough of the relevant token available at the time of the transfer, the DAO will trade USDC for QBIO or QBIO for USDC, as the case requires, prior to the transfer.

6. Previous budget closed. All DAO expenditures for the period February 2026-January 2027 shall be taken from the budget described in this proposal. The DAO’s 2025 budget is now considered closed; no further funds may be taken from it.

7. Further allocations require a DAO proposal. Any further allocation of funds from the Quantum Biology DAO treasury, excluding the grant to the Quantum Biology Institute made through DP-20, may only occur via a formal proposal passed by the DAO, including allocations to further grants or investments.

DAO Statement

The above 2026 Quantum Biology DAO budget will allow the DAO to continue advancing the field of quantum biology, especially through its communication and education efforts. It also makes provision for the DAO to start earning revenue, especially through its product development efforts. The budget accomplishes these things while remaining frugal during the period in which interest in Decentralized Science is low.
