Title: Quantum Biology DAO “Token Gate Phase 2” Governance Amendment
Summary:
Quantum Biology DAO Development proposal - 014 (QBIO DP-14) amends Quantum Biology DAO Development proposal 001 (QBIO DP-1), which defines Quantum Biology DAO governance, by setting a minimum token requirement of 10,000 QBIO to vote in Phase 2 on Common.xyz. It also transfers 10,000 QBIO to a list of DAO members selected for participation in community and governance. Phase 2 is then reactivated.
Background:
The Quantum Biology DAO is a decentralized organization that uses a governance system defined in its first development proposal (DP-1). While considering two recent proposals, one to make a grant to the Quantum Biology Institute to cover a year of operations (DP-8), the other to make a similar grant to cover operations for April (DP-9), there were irregularities during Phase 2 (i.e., voting on Common), including one seeming duplicate vote and long strings of votes with timestamps of less than one minute apart. As a result, Phase 2 of governance was frozen (DP-10), pending repair. This freeze was then extended (DP-13) to allow the discussion of how to amend governance, which took place in the DAO’s Discord, to complete.
Description
DAO governance, as described in DP-1, shall be amended as follows: Voting in Phase 2 on Common shall require a person to hold at least 10,000 of the DAO’s governance token, QBIO. This restriction (i.e., “token gate”) is not intended to apply to discussion in Phase 2, only voting.
The intention of Phase 2 is to be democratic (i.e., “one person, one vote”), with the relevant people in question being DAO community members interested in governance. Proof that one is a DAO community member interested in governance is supplied by holding at least 10,000 QBIO in a wallet that is used to vote on Common. A single person placing multiple votes by putting 10,000 or more QBIO is contrary to the intention of Phase 2.
This proposal affects Phase 2 of Quantum Biology DAO governance. If it passes, it will be passed between May 1, 2025 and June 1, 2025. As such, passing this proposal triggers point 2 in DP-13, which means that Phase 2 reactivates and governance will proceed as usual, taking into account the changes specified in this proposal.
If possible, the Phase 2 token gate shall be implemented using the native functionality of Common.xyz. If this functionality is not present or presents practical obstacles to implementation, the closest reasonable approximation shall be implemented, until such time as it can be implemented using the native functionality of Common.xyz.
Determination of the closest reasonable approximation shall be by majority vote of the Quantum Biology DAO Core Contributors. Currently, the Core Contributors are Clarice Aiello, Geoff Anders, and Alessandro Lodesani.
The Quantum Biology DAO shall transfer 10,000 QBIO from the Community Incentives pool in the DAO treasury to the following community participants, who are being rewarded for participation in DAO governance and the DAO’s community, and are identified by the handles in the Quantum Biology DAO Discord:

The award specified above must be claimed within one month of the time this proposal passes. If the award is not claimed, the relevant participants may qualify for other rewards in the future and are still encouraged to participate in DAO governance and in the community.
Conclusion
Updating DAO governance will increase the strength of Quantum Biology DAO governance while encouraging greater participation from the community. The token gate discourages multiple voting by imposing a small logistical and financial cost on voting in Phase 2, and the token award ensures that legitimate participants in DAO governance and the community are still able to vote in Phase 2 despite this cost.
