Quantum Biology DAO “Science Working Group Restructure” Proposal, v3.0

Quantum Biology DAO Development Proposal - 028 (QBIO DP-28)

Title: Quantum Biology DAO “Science Working Group Restructure” Proposal

For full text, see original drafted text or public discussion.

Summary

This development proposal establishes a Science Director position at the DAO, which is a paid, part-time position $60,000 / year ($5,000 / month), analogous to the DAO’s Media Director role. The Science Director is responsible for leading the Science Working Group, which will maintain a map of information about the field of quantum biology (i.e., the “Topic Map”), oversee scientific grants, and manage a bounty pool. A Hiring Committee will find candidates for the Science Director position; selection is by the DAO. This proposal also allocates 10,000,000 QBIO from the DAO’s treasury to a bounty pool, which is used by the DAO for prizes tied to the Topic Map. The operation of the bounty pool is explained, as well as when it will be reviewed for potential replenishment.

Background

The DAO created a Science working group in January 2025 (DP-4) with many envisioned functions. Since then, the Science working group has primarily conducted discussions on a variety of topics related to quantum biology. This proposal envisions an expanded role for the Science working group and a paid position to spearhead it.

The Science Director role proposed here mirrors the DAO’s position of Media Director, which was originally established in February 2025 (DP-6) and renewed in April 2026 (DP-24).

Description

1. Science Director position and job requirements. The Quantum Biology DAO shall have a staff position of Science Director. The Science Director shall lead the DAO’s Science working group (see points 5-10 below) and perform other duties as described below in Appendix I, sections 1 and 1c. Requirements for the Science Director position, including deliverables and milestones, may be updated by a majority vote of Core Contributors.

2. Science Director compensation. The DAO shall allocate $60,000 USD from its treasury to pay the salary of the Science Director for the year following the date of their hire. The Science Director will be paid monthly, at a rate of $5,000 USD per month. Payments will be made in USDC. Appropriate tokens will be traded for USDC prior to making a payment if necessary.

3. Science Director Hiring Committee. The DAO shall create a Hiring Committee to lead the Science Director search. The committee must include at least one Core Contributor and is dissolved once the Science Director is hired. The committee will source candidates from talk participants in a regular talk series managed by the Communications working group and, optionally, public job listings, if the Committee chooses.

4. Science Director selection. The Hiring Committee for the Science Director will present at least two qualified candidates to the DAO within six months of the passage of this proposal. The DAO will then select one of the candidates or opt for a continued search, with the choice determined by a governance proposal.

5. Science working group structure. The Science working group shall meet every two weeks on a standing schedule. Meetings will follow a consistent agenda that covers a monthly discussion topic, horizon scanning for new information about the field of quantum biology, updates on activity bounties (see point 8 below), and an open floor for discussion.

6. Science working group membership. Members of the Science working group are expected to regularly attend meetings, contribute to at least one bounty or grant review per year, and participate in quarterly Topic Map reviews. Membership is determined by a membership application, which is reviewed by the Science Director, and which may be terminated due to inactivity.

7. Science working group activities: public seminar. The Science working group shall assist the Communications working group on a public quantum biology seminar, which shall hold recorded public presentations at least once per month.

8. Science working group activities: Topic Map. The Science working group shall keep track of scientific activity within the field of quantum biology and maintain a “Topic Map,” which will include accurate and informative descriptions of sub-domains, the current state of knowledge and key open questions, information about current work in the field, identified gaps, and links to supporting information, in language understandable to scientists and non-scientist community members alike.

9. Science working group activities: grants. The Science Working Group shall oversee three types of grant activity: (1) assessing incoming grant proposals, (2) monitor existing grantees for compliance with grant requirements, and (3) making recommendations to the DAO for future grants, including awards from the bounty pool, as described below.

10. Science working group activities: bounty pool. The Science working group shall assign bounties to open questions and key challenges identified on the Topic Map. Bounties shall be drawn from the bounty pool described in point 8 below. Bounties may be adjusted at the Science working group’s discretion. When someone attempts to claim a bounty, the Science working group shall review evidence supporting their claim, provide feedback, and, if warranted, recommend to the DAO that the bounty be awarded.

Bounties shall only be awarded by DAO proposal. As part of assigning bounties and making recommendations to the DAO, the Science working group shall consult with at least one independent external party in order to ensure accuracy and objectivity.

11. 10,000,000 QBIO bounty pool. The DAO shall allocate 10,000,000 QBIO from the treasury for an annual bounty pool. The pool shall be reassessed and potentially replenished either when 90% of the pool has been awarded or 1 year has passed, whichever comes first.

12. Unclarity resolved by reference to proposal v2.1. If any unclarity in the interpretation of this proposal is encountered, version 2.1, included in Appendix I below, should provide the material and spirit of the clarification.

13. Changes require a DAO proposal. Changes to the above requirements, including the amount or timing of the Science Director’s compensation, except where otherwise specified, require a new proposal passed by the DAO.

Statement

By hiring a Science Director, the DAO will position itself to be well-informed on matters in quantum biology. By basing the activity of the Science working group around the creation and maintenance of a Topic Map, the Science working group will ensure that the DAO is able to communicate with scientists and community members alike about topics related to quantum biology. Through the bounty pool, the DAO will incentivize people to contribute to advancing the field of quantum biology. The combination of these steps forward will substantially strengthen the scientific element of the DAO, which is necessary if the DAO is to help lead the field of quantum biology.

1. Science Director

...

Responsibilities include:

  • Leading SWG biweekly meetings

  • Ensuring the fulfillment of the responsibilities of the Science Working Group

  • Fielding SWG membership applications

  • Ensuring that the topic map meets standards of accuracy according to scientists and accessibility according to community members, to take place at quarterly Topic Map review.

...

1c. KPIs and Milestones

The Science Director is accountable for both their own performance and the SWG’s collective output. KPIs are tracked on a rolling basis; milestones are assessed quarterly.

Key Performance Indicators | Milestones

Topic Map entries and attached bounties kept current and accurate; number of entries added, updated, or retired per quarter tracked as a quantitative signal at each quarterly review. Minimum of 3 updates per quarter.

  • All interest areas of token holders and investors at or above 1% of Treasury reflected on the Topic Map with bounties attached — SD attends Governance WG stakeholder meetings to translate interest into science and identify Topic Map items. Round one completes by the end of SD’s first quarter, then refreshes quarterly.

At least one lab-based bounty scoped and posted by end of Q1 of hire

  • SD begins supporting Comms WG with Quantum Biology Seminar coordination by end of Q1

At least two grants reviewed per active grant cycle

  • First external grant proposal reviewed and assessed by the SWG within2 quarters

At least 3 active bounties posted at all times, as the remaining bounty pool allows

  • First bounty successfully completed and approved by the DAO within 2 quarters

SWG reaches at least 6 active regular members by end of first year
