This proposal establishes channels for DAO Operations, the DAO Treasury, and the Quantum Biology DAO Association (the legal wrapper for the DAO) to report on their actions to the DAO community. It also establishes affiliate communications channels to allow DAO members to ask questions of affiliates, including grantees and service providers. These measures are intended to substantially increase transparency at the DAO and between the DAO and its affiliates. The Governance working group will oversee all relevant communication and reporting requirements, aiming to balance lightweightness with the DAO’s need for information. Non-answers to queries will be specifically noted. The results of reporting and questions/answers will be compiled into accessible histories.
For unclear reasons, over the last several months communication about various internal aspects of the DAO and communication with DAO affiliates has been spotty or incomplete. This has led to a concern to increase transparency, both within the DAO and between the DAO and its affiliates, including grantees (like the Quantum Biology Institute) and service providers (like Bio Protocol).
The need for transparency has become more urgent recently. In February, Bio Protocol and affiliated large token holders voted to block the DAO’s 2026 annual budget (DP-23). The relevant people did not respond to queries afterwards about the rationale. Having better communication, or a documentation pattern of non-communication, will help the DAO navigate its relationship with Bio Protocol.
More recently, the Quantum Biology Institute missed its first grant reporting requirement (cf. DP-25). Having timely and accurate information about QBI will help the DAO support QBI in the coming months while also assessing QBI’s performance on the grant.
1. Reporting channel established. The Quantum Biology DAO will create a location, which may consist of one or more channels, in the community Discord for the reporting of:
When relevant actions are taken or information is gathered, a description of those actions or the information itself shall be placed by the relevant person into the channel.
2. Reporting requirements. Reporting as described in point 1 shall be completed by the person or group in charge of the relevant DAO function or who represents the relevant DAO-related entity, unless otherwise specified (see point 3). Reporting shall also occur within an appropriate timeframe (see point 3).
3. Management of reporting. The Governance working group may specify details of reporting, including who should make reports, timeframes for reporting, degree of detail, whether one or more channels should be used, and so forth. Specifications by the Governance working group pertaining to reporting may be overturned by a majority vote of Core Contributors. If no specification is made, reporting parties should act with the intention of keeping the DAO promptly and appropriately informed.
4. Record of non-reports or non-responses. In the event that the person or group in charge of the relevant DAO function or who represents the relevant DAO-related entity does not report required information within the specified timeframe, this shall be noted in the relevant channels. As a result, there will be a visible record of compliance with reporting requirements and degree of responsiveness to queries.
5. Reporting lightweightness. The Governance working group shall aim to keep reporting requirements, as described in points 1 and 2 above, non-onerous. Having reporting be simple and efficient will be balanced with DAO need, as judged by the Governance working group, in consultation with the DAO community.
6. Affiliate communication channels established. The Quantum Biology DAO will create a location, which may consist of one or more channels, for communication between the DAO and the DAO’s affiliates, including grantees and service providers. DAO affiliates will be encouraged to designate one or more representatives to communicate with the DAO.
7. Queries to DAO functions and DAO affiliates. Members of DAO staff and leaders of working groups may make queries in the relevant locations to DAO operations, the DAO treasury, the Quantum Biology DAO Association, and DAO affiliates, including grantees and service providers. In all cases, the person or group responsible for reporting is encouraged or expected to give answers in an appropriate time frame (see point 9). In order to prevent too many or irrelevant queries, queries shall be managed by the Governance working group, subject to oversight by Core Contributors (see point 9).
8. Record of non-responses. In the event that any of the relevant people or entities does not respond to a query by a member of the DAO within the specified timeframe, this shall be noted in the relevant channels. As a result, there will be a visible record of engagement with the DAO and degree of responsiveness to queries.
9. Managing queries. The Governance working group shall aim to ensure that queries from the DAO to DAO functions and DAO affiliates gather important information for the DAO while respecting respondents’ time. In line with this, the Governance working group may lay down rules or guidelines for queries, determine response timeframes, manage channels in which questions are asked and answered, and so forth. Specifications by the Governance working group pertaining to reporting may be overturned by a majority vote of Core Contributors.
10. Accessible histories established. Using information gathered in reporting channels (see point 1) and affiliate communication channels (see point 6), the Quantum Biology DAO shall create accessible histories of reports or queries and answers. Each history may be formatted simply, for instance, as a list of reports and dates in a spreadsheet.
By establishing a reporting channel for information about DAO operations, the DAO treasury, and the Quantum Biology DAO Association, and affiliate communication channels for questions and answers with affiliates, the Quantum Biology DAO will increase transparency at the DAO and with its affiliates, thereby improving DAO function. Keeping reporting and response requirements reasonable is essential for this to work, and making it clear when queries are not answered will provide an incentive to relevant parties to provide information and answers in a timely fashion, thereby improving DAO function and DAO/affiliate relations.
Finally, creating accessible histories, which in this case are like miniature ledgers, is a step towards automation, where all relevant information is automatically collected and put on the blockchain.
