Quantum Biology DAO Development Proposal - 011 (QBIO DP-11)

Title: Quantum Biology Institute Tideover Budget for Apr 2025

Summary:

Quantum Biology DAO Development proposal - 011 (QBIO DP-11) approves a grant to the Quantum Biology Institute to fund its operations for April 2025.

Background:

The Quantum Biology Institute is the premier research institute for quantum biology and also the funding source for most of the Quantum Biology DAO co-founders. This proposal is made to tide over the Quantum Biology Institute operational costs for one month; a full grant proposal covering 2025 and forecasting through 2029 is now available[1]. The Quantum Biology Institute is a registered 501(c)(3) California non-profit committed to open-sourcing their research products and educating the public about quantum biology.

An earlier version of this proposal (DP-9)[2] was rejected in Phase 2 of DAO governance (voting on Common), with a vote of 13 Agree, 19 Disagree, 7 Needs revision. Discussion included comments advocating against the proposal, where it was difficult to distinguish whether the comments were AI generated, written by a single individual, or written by multiple individuals. There was also evidence of one comment being posted by someone impersonating a DAO community member and bot behavior in the replies. After that proposal was rejected, community discussion ensued, in which it was agreed that Phase 2 of DAO governance was broken. A proposal was then passed (DP-10)[3] that deactivated Phase 2 for maintenance.

This proposal has been modified from its earlier version (DP-9)[2] to include allowance for payment recipients to request to be compensated in QBIO and to update some line items. The amounts remain the same, except for the addition of an epoxy coating for the floor of the physics room and biology rooms at the microscope lab.

Description

  1. Approval of $108,131 USD Grant for the Quantum Biology Institute

The Quantum Biology DAO will grant $107,231 USD equivalent to the Quantum Biology Institute. This grant will cover Institute operations during April 2025; a budget is included below.

  1. Option to Request Payment in USDC or QBIO

The Quantum Biology Institute may inquire, for any individual or organization to be paid through the grant below, whether they would like to receive compensation in QBIO or a mixture of QBIO. If any individual or organization requests such compensation, the Quantum Biology Institute will forward the specifics of the request to the Quantum Biology DAO for approval.

  1. DAO Approval of Payments in QBIO

If any requests to be compensated in QBIO (or in a mixture of USDC and QBIO) are forwarded to the DAO, the DAO will, within 30 days, approve or reject the requests. If any forwarded requests are not approved or rejected within that time frame, they will be considered rejected.

  1. ETH Conversion for USDC Payments

For this grant, any payments made by the Quantum Biology DAO in USDC will be made by swapping ETH from the Quantum Biology DAO treasury for USDC and sending the USDC to the Quantum Biology Institute’s Coinbase account.

  1. QBIO Price for QBIO Payments

For this grant, any payments made by the Quantum Biology DAO in QBIO will be made in QBIO from the Quantum Biology DAO treasury from the unallocated token pool. The amount of QBIO given shall be determined by the amount of USDC that would have been given, multiplied by the price of QBIO on Uniswap[4] at the time the payment in QBIO is approved by the DAO.

  1. Grant Payment Schedule

The Quantum Biology DAO will, without delay, forward to the Quantum Biology Institute’s Coinbase account the amount of USDC that covers all costs in the budget below where there is no expectation of compensation in QBIO. For all requests, the Quantum Biology DAO will forward the relevant amounts of USDC and QBIO to the Quantum Biology Institute when the requests are approved or rejected; that is, within 30 days of those requests being made.

Conclusion

Granting one month of funding for the Quantum Biology Institute’s operations will allow it to pay its staff and continue operations for the month of Apr 2025. During this time, design of the microscope will commence in earnest, as will the planned microbiological magnet studies. This budget is drawn from the budget proposal[1] covering the effort to advance the Institute’s publicly available roadmap[6], which details costs for 2025 and estimates costs through 2029. Offering the option for compensation to be received in QBIO, but requiring all such requests to be approved by the DAO, increases the DAO’s flexibility with respect to paying out grants.
