Title: Quantum Biology DAO “Extend Phase 2 Freeze” Governance Amendment

Summary:

Quantum Biology DAO Development proposal - 013 (QBIO DP-13) amends Quantum Biology DAO Development proposal 001 (QBIO DP-1), which defines Quantum Biology DAO governance, by extending the deactivation of Phase 2 governance (i.e., voting on Common) for up to an additional month.

Background:

The Quantum Biology DAO is a decentralized organization that uses a governance system defined in its first development proposal (DP-1). While considering two recent proposals, one to make a grant to the Quantum Biology Institute to cover a year of operations (DP-8), the other to make a similar grant to cover operations for April (DP-9), there were irregularities during Phase 2 (i.e., voting on Common), including one seeming duplicate vote and long strings of votes with timestamps of less than one minute apart. As a result, Phase 2 of governance was frozen (DP-10), pending repair.

Subsequent discussion has nearly completed, with two distinct proposals being considered by the DAO. However, the previous proposal in which Phase 2 was frozen (DP-10) stipulated that Phase 2 would unfreeze after a month if not modified. This proposal provides time for the discussion of the necessary modifications to DAO governance to take place. Because this proposal is expected to pass Phase 1 (drafting in Discord) prior to Phase 2 unfreezing, it is also expected to proceed directly to Phase 3 (token voting in Snapshot).

Description

1. Continued temporary deactivation of Phase 2 of Quantum Biology DAO governance.

Phase 2 (public discussion and voting in Common) of Quantum Biology DAO governance shall be deactivated for up to one further month (i.e., May 1, 2025 through June 1, 2025), until the conditions stated below are met. While Phase 2 is deactivated, any proposal that passes Phase 1 (drafting in Discord) will without delay be moved to Phase 3 (Snapshot) for token voting.

2. Phase 2 governance will be altered or reactivated.

If a proposal that affects Phase 2 of Quantum Biology DAO governance is passed in the above-stated window, apart from this proposal, the deactivation of Phase 2 will cease at that time and governance will proceed as usual, taking into account the new changes in governance. If a new proposal that affects Phase 2 of DAO governance is not passed in this window, Phase 2 will be reactivated without modification.

Conclusion

Extending the “freeze” of Phase 2 will provide the DAO with enough time to complete deliberations on how Phase 2 should be fixed. Adding 1 additional month is not problematic, since all parties agree that the remainder of the discussion should be completed quickly.
