QIP-2: Support Flash Loan service or not?

According to QIP-2 post in QIAN governance forum: https://forum.qian.finance/t/qip-2-flash-loan-function-initial-vote-to-be-started/264/3, whether we need to support the Flash Loan service or not is an important topic for QIAN protocol, here we give the wheel to community voting.

The vote has two options, one is For, the other is against. The final result following over 50% votes, duration time will be 48 hours.

根据QIAN论坛的议案：https://forum.qian.finance/t/qip-2/265，QIAN 协议是否需要上线闪电贷服务功能，是对整个项目而言一个非常重要的决策。因此，这个决定将由QIAN社区集体做出。

本次投票有两个选项，为单选，投票结果将由超过50%的选项决定，投票持续时间为48小时。
