QIP195: Update Parameters for Matic LSTs
Proposal: lower minimum collateral to debt ratio (CDR) for the following vaults to 130%.

These vaults have higher-than-average minimum CDRs. The DAO could lower them while still expecting smooth liquidations from price swings. To date, the protocol has not experienced any issues with liquidations related to these assets.
