Turn on Quickswap protocol fee for QUICK staking and Quickswap operation and growth

Currently Quickswap liquidity providers earn 0.30 percent on token swaps. Quickswap has a 0.05 percent protocol fee that can be turned on. With the protocol fee turned on liquidity providers earn 0.25 percent on swaps.

Quickswap needs a sustainable income stream to pay for on going development and marketing, growth and other possible expenses.

This proposal proposes these things:

1. Turn on the Quickswap protocol fee of 0.05 percent.
2. 0.01 percent goes to Quickswap to pay for its operation, development and expansion.
3. 0.04 percent goes to QUICK holders who stake QUICK in a new QUICK staking contract.
