[Farm] Reduce RPTR-bscDUCO farm rewards

Intro

As RPTR-ADA farm did, RPTR-bscDUCO farm also has a very small TVL for a very high APR (about 50%), representing about 750k $RPTR being distributed every year.

Description

We thought of different scenarios, such as dividing the farm's rewards by 2 (leaving it with 375k RPTR/year), dividing them by 5 (leaving the farm with 150k RPTR/year) or even closing the farm. In all of these cases, the amount previously allocated to rewards will be redirected to Treasury.

Consequences

• If voting results to "Divide by 2", we'll divide rewards by 2 and redirect the difference to Treasury.
• If voting results to "Divide by 5", we'll divide rewards by 5 and redirect the difference to Treasury.
• If voting results to "Close farm", we'll close the RPTR-bscDUCO farm and redirect its formerly allocated rewards to Treasury.
• If voting results to "Don't change anything", we won't do anything, and farm will remain unchanged.
