[Farm] Divide RPTR-ADA farm rewards by 4

Intro

RPTR-ADA farm currently has about 100$ TVL, with an astonishingly high 90% APR, representing 1.5M $RPTR being distributed every year.

Description

We suggest dividing this amount by 4, reducing the APR to about 20%, and reducing rewards/year to about 375k RPTR, and redirecting the remaining rewards to treasury. We also consider completely closing this farm, setting rewards to zero.

Consequences

• If voting results to "Yes", RPTR-ADA farm rewards will be divided by 4, and the rest will be redirected to treasury.
• If voting results to "Close farm", RPTR-ADA farm rewards will be set to zero, and everything will be redirected to treasury.
• If voting results to "No, don't touch anything", we won't reduce the rewards
