[Treasury Management] - Add RPTR-USDC concentrated liquidity

Intro

Treasury currently holds over 5.8M $RPTR, as well as about 233 $USDC on Venus and 8 $USDC on Aave v3 (BSC). Thus, we've been considering to provide part of them as liquidity (about $50 sounds good for a first time).

Pair details

We would be adding them on the following pair:

• Chain: BSC
• DEX: PancakeSwap
• Pair: RPTR-USDC
• Fee tier: 0.01%
• Price range: between -25% and +25% relative to current price At a price of $0.0001 per RPTR, it would mean adding in the $0.000075 - $0.000125 price range

Consequences

If the proposal passes, we would do the following:

• Withdraw 50 $USDC from Venus
• The RPTR would come from Treasury's RPTR balance (on BSC) At current prices, and in the price range mentioned above, it represents around 400k $RPTR
• Add them to the pair mentioned above

Note that, as the pair accrues fees, we might not claim them every week since the claiming process costs gas fees (which is pointless if gas fees > accrued fees).
