RRC-0: Introducing the RARI Foundation and Fully On-Chain Governance for RARI DAO - Process

This document proposes the setup of an independent RARI Foundation fully controlled and operated by $RARI and veRARI holders. It introduces an elaborate on-chain governance process, intended to align the long-term vision and incentives for all Rarible Protocol participants.
