RGP-31-A: Cut Ribbonomics Emissions

RGP-31-A will be a vote for whether to keep or cut emissions. In the case that the community votes to cut emissions, this proposal will be followed by RGP-31-B which will vote on the specific emissions cut and unlocking penalty.
