RGP-4: RBN Token Activation Event

Proposal for RBN “Token Activation Event”, a proposal to turn on RBN transferability and create an initial liquidity incentive.

The Snapshot vote will execute the following transactions in a single transaction batch:

1. Approve UniswapV3Staker to spend 10M RBN
2. Create Uniswap V3 incentive worth 10M RBN for the RBN/ETH pool (1% fee tier)

The execution of the transaction batch will only happen 1 day after the Snapshot vote has passed.
