End phase 2 airdrop

As discussed in Discord we are proposing to end the phase 2 token distribution.

Voting will run for 72 hours, if the vote is successful we will end phase 2, move the remaining tokens to the treasury wallet and everyone who has staked RDAT tokens will be able to unstake immediately.

If the vote fails and the community decide to continue phase 2 we will ask the community to vote on how many of the remaining tokens to allocate and how long phase 2 should run for. If phase 2 continues all staked RDAT will remain locked until phase 2 has ended.
