Add A New Anonymity Pool for CYC

Motivation

This is the proposal for adding a new anonymity pool for CYC, which enables privacy-preserving transactions for CYC token holders on IoTeX and BSC.

Pool Setup

The CYC anonymity pool has the following setup:

• Pool Name: Johnny5
• Blockchain: BSC
• Token Denomination: 3 CYC
• Coin Denomination: 0.01 BNB
• CYC Mined via AMv2: 1 CYC per day
• A total of 90 CYCs will be mined in 90 days
• Anonymity Fee: 0.3% of the token denomination
• Relayer Fee: 0.3% of the token denomination
• Start block (if this proposal is approved): 5828510 (March 19th 3PM PDT)

Token Denomination refers to the number of CYC tokens to deposit, which can be withdrawn later to a new address; Coin Denomination refers to the number of coins ($BNB on BSC and $IOTX on IoTeX blockchain) to deposit, which can be withdrawn later to a new address, and to cover the future gas cost on this new address.
