Transfer Treasury to multi-sig

Currently the treasury funds are held in the gateway, to facilitate treasury management we propose moving them to a 2 of 3 multi-sig wallet secured by the team (Kate, Ben & David). The tokens would remain there pending further proposals.

Once in the multi-sig, the treasury tokens would be excluded from earning yield, increasing the yield generated for token holders.

Transferring with fees will generate yield for token holders at the expense of the treasury.

Transferring without fees will mean a healthier treasury for future proposals and expenses such as marketing, liquidity, etc.
