RIP43: rlBTRFLY incentives - year 2

With the first year of BTRFLY emissions (or incentives) for rlBTRFLY ending mid June 2023, this proposal sets out a variety of options for a potential additional year of emissions. BTRFLY emissions were originally intended to supplement rlBTRFLY distributions while Redacted’s products were developing and growing market share. With Dinero in development and other Redacted products still on their way to finding product market fit, it may make sense to consider another year of incentives.

Description of the 3 options (given character limit in voting options):

• No incentives (e.g. only ETH distributed from product/treasury revenue of Hidden Hand, Pirex, Dinero, and the treasury)
• BTRFLY incentives (e.g. same mechanism as year 1) - amount to be determined by another governance vote
• BTRFLY incentives which depend on ETH yield (e.g. x BTRFLY distributed when ETH yield is >y%; z BTRFLY distributed when ETH yield is >i%) - amounts to be determined by another governance vote
