Proposal 137: Set-up a committee to execute on Fidenza purchase up to 65 ETH

Description: In light of the delays in placing a bid for Fidenza #183, other more attractive listings have come up. This proposal would allow for a Fidenza committee to be setup consisting of Gianlucaferro.eth, Abesir, F4ntast1cMrF0x, Deefins, and BigMoonDog, giving them the power to decide on which denza we bid on. The max ETH allowed to be spent would remain the same at 65 ETH. The committee would act in the best interest of the DAO to obtain the most attractive Fidenza at the best possible price. If this proposal fails, proposal 136 will be executed on placing a bid of 65 ETH on Fidenza #183.
