Proposal 168: Convert out $POPCAT back to $ETH

Description: Unfortunately, this trade went against us. Momentum has quickly fled from traditional memecoin themes to AI agent tokens. The price action in $POPCAT has reflected as much. The likelihood of a listing on major CEXs is certainly less now than it was when we passed this proposal, and given how much of a retrace has occurred, the token would have to appreciate wildly for us to see a decent return.

When: ASAP

Bear Case: The AI agent coin meta ends (or is already over), attention flows back to memecoin majors (at least in the short-term), and we sell the bottom.
