Swap Treasury Stables for SOL

This is a proposal to swap the stableslcoins in the DAO treasury (USDC/USDT etc.) for SOL. SOL is the outperformer among majors this cycle and is still undervalued at around $100B cap given the usage metrics. It's currently within striking distance of a new ATH and is a very low risk bet with high chances of doubling or more. The DAO should have SOL exposure which should outperform stables in the current bull market. A yes vote is a vote to use our USDC and market buy SOL
