Structural Proposal: Modify Voting Bylaws

Why: Voting participation is at all time lows and we are struggling to pass proposals despite high crypto prices. As a result, I propose to modify our voting bylaws to remove the quorum requirement for non-structural changes (e.g. investments) and to lower the quorum requirement for structural votes.

This proposal would modify the existing voting bylaw language from: "“Section 6.03 Voting Thresholds. A proposal will pass if the pertinent voting threshold is met. Proposals intending to use under 20% of the DAO’s available treasury will require a vote of fifty one percent (51%) to pass. All other proposals must receive sixty-seven percent (67%) of the casted votes to pass. Attempts to disrupt the DAO include but are not limited to attempts to replace more than one of the members of the Board of Directors at one time, other than annual elections, or change anything involving the Reidar DAO Token.

A vote choosing the “Abstain” option will remove that Member’s vote from the calculation when tallying voting outcomes, thus removing that Member’s influence on the outcome of the vote and giving more weight to the rest of the Member’s votes.

In addition a quorum of a minimum of 50% of total Reidar DAO Tokens and 33% of Members is required for a vote to be valid.

If the necessary voting threshold for a proposal to pass is surpassed prior to the voting period elapsing; the vote shall be deemed to have passed and the corresponding transaction or decision will be executed at that time. The necessary voting threshold is accomplished whenever a proposal receives the required amount of votes for the applicable threshold set forth in this Section 6.03 when assuming all Reidar DAO Tokens will be used in the vote.”

TO:

“Section 6.03 Voting Thresholds.
Unless otherwise specified, all proposals shall pass by a simple majority (i.e., more than 50%) of the votes cast. No quorum requirement shall apply to regular proposals. However, any proposal to amend these Bylaws shall require an affirmative vote from holders of at least thirty-five percent (35%) of the total Reidar DAO Tokens outstanding, regardless of the number of Members participating in the vote. A vote selecting the “Abstain” option shall not be counted toward the total votes cast and shall have no effect on the outcome of the vote. All votes shall remain open for the full duration of the designated voting period, regardless of interim vote totals.”
