Proposal 170: Disband the Memecoin Committee and return funds to treasury

Description:

The Memecoin Committee has not traded with sufficient frequency in the eyes of many members. As such, many argue that the thesis for the committee has become void. This proposal would dissolve the Memecoin Committee. This process would entail liquidating all positions to USDC, and any necessary transfers from the Tholos sub-vault to the main vault (if applicable).
