(2nd Attempt) Authorize Buying $5K USD of $HYPE (1st Vote Did Not Meet Quorum)

This is a 2nd attempt vote to authorize a purchase of $5000 USD of Hyperliquid's native token $HYPE from the DAO treasury, using USDC or ETH. This is simply an authorization, a buying strategy and optimal price can be discussed if approved.

Hyperliquid has seen a lot of attention since their HYPE airdrop and their high performance DEX/Perp Exchange is among the best products in crypto. The ecosystem is small but growing, and Hyperliquid users are likely to stay loyal to the the ecosystem due to their generosity towards the community. At $20B FDV, HYPE is still only half the FDV of competitors like SUI and ADA. Exchanges do not own any and need to market buy which will cause buying pressure as it's too big not to list, so there is still room for upside short-term. This token could also be valuable to hold for an extended period, and could be useful for staking or farming protocols in the ecosystem for future airdrops.
