Proposal 152: Buy the ETH dip with $4000

We have $8,301 USDC in our vault and ETH is down 28% over the last five days. Seems like an opportune time to add to some of our eth exposure and use our stables to stack some more eth at a lower cost basis. $4k allows us to buy about 1.65-1.7 ETH at these prices and leaves us some dry powder for future purchases.
