Add 2 ETH to FTM council committee allocation

The FTM council has decided that additional ETH is needed for the continued dollar cost averaging of the current dip. We want to capitalize on the low price & bear market to accumulate more FTM. Strong belief in this project as the ecosystem is growing rapidly & there are tones of bullish factors including the coin being extremely undervalued with the current TVL / Market Cap Ratio. We also need to diversify our portfolio more as we are currently 80% NFTS.
