Proposal 171: Allocate 3 $ETH to the Hyperliquid Committee

Headline: This proposal would allocate an additional 3 $ETH to the Hyperliquid committee. We would send 2.35 $WETH and 0.65 $ETH to the Hyperliquid wallet from the main Reidar wallet.

**Why? ** We have allocated 90% of the funds allocated to the Hyperliquid committee to purchasing and staying $HYPE. The price of $HYPE has gone down with the market decline and I think this is a strong opportunity to double down on our exposure to the Hyperliquid ecosystem.
