Setup Hyperliquid Committee

This proposal would setup a DAO subcommittee to direct and manage our $5,000 allocation to the Hyperliquid ecosystem.

The committee would setup a new Tholos vault under the Reidar Organization to manage the $5,000 initial investment. This vault would be seeded with $3,800 in USDC and $1,200 in ETH. The vault signing scheme would be a 2/4.

The committee members would have equal authority and consist of Ser Dalton, Deefins, Abraham, and Mr. Fox.

The subcommittee is tasked with allocating and managing the HL-designated funds to opportunities in the HL ecosystem.
