Buy up to 1ETH of Solana memecoin POPCAT

This is a vote separate from the memecoin committee funds to use DAO treasury to buy up to 1ETH worth of the Solana memecoin POPCAT. POPCAT is the number one cat memecoin of this cycle and has hit almost $2B market cap with no major exchange listings to date. Binance, Coinbase Robinhood, and Gemini are all listing memecoins daily and this should get a listing bump from one or more of the above exchanges. Price target is $4 from its current price of ~$1.75. This is a somewhat low risk bet to hopefully double a modest amount of treasury funds. A yes vote authorizes up to 1ETH buy of POPCAT, again separate from the memecoin committee funds.
