Remove DeFi Clan Lead position and hire Xulian as treasury manager for the DAO.

Xulian is an incredible member of the Rekt Gang community and has generated 10k+$ for the DAO from a 20K treasury with MINIMAL risk (Radiant Capital stablecoin farm, Arbing axlUSDC/USDC, anticipated Arbitrum airdrop). We propose that we remove the DeFi clan elections and hire Xulian for 6 months at 200 $USDC/month salary.

He will be paid monthly, and if he decides to rug by not showing up to work we will not pay him.
