Flexible proposal vote time

This proposal is to vote on a change on length of time for voting , we need to be more dynamic and fast acting in this changing environment , with YugaLabs and 10KTF dropping news and apestake having us reallocate ape coin, it would be good for the DAO council to be able to determine what length of time each new proposal from here in should have. 24 hr 48 hr 72 hr 96 hr 1 week

Some proposals may need longer and an initial length could be proposed and then the council can determine if that time frame needs to be shorter or longer on a case by case basis.
