**FOMO MOFO PROPOSAL: Allow Retroactive Token Claims

Purpose: Determine whether or not we distribute any unclaimed tokens based on phase 1 and/or other historical metrics (Retroactive) or limit it to metrics from future phases when the distribution plan is transparent from the start (Prospective)

Details: Currently, there are 3,257 unclaimed tokens from the first claim period (32.57%).

This proposal allows the DAO to utilize statistics from a previous phase to apply them to the distribution of unclaimed tokens.

Justification: This allows us to reward DAO members for ownership or contributions accrued during each 6-month phase, regardless of whether the mechanics were determined prior to the time of accrual. It provides more flexibility for the DAO to make decisions and proposals that reward DAO members that participate without the explicit promise of a reward.
