DAO admin appointment and Token claim

Proposal: To appoint Nino Sip as temp chief administrator ( up to end of 2023) taking over duties from Timachim , and liaise with Chris Hols to ready up the Phase 2+3 combined Remix DAO token claim ASAP.

Resources: Compensation for works to come from unclaimed $APE coin ( unclaimed staked MAYC ) currently 535 upfront, and then further 457 $APE from gnosis multi-sig (which currently holds 7957 $APE coins) upon completion of claim opening. Total: 992 $APE

Justification: With timachim unable to commit time to DAO infrastructure we need someone to take the reigns and bring the DAO back on track so we can be in ready position should their be a bull run in the near future. In order to attract the best people we need to provide fair compensation for a quality outcome.

Details: Aim to open claim ASAP and for the phase 2+3 claim period to be open until 31st DEC 2023. Nino will work with Chris and in addition take over duties on Twitter to make sure entire RemixDAO community has a chance of being aware of claim opening and time frames. We will need to compensate for dev work by Chris but will update once known. Nino will help set up ongoing tx and getting signatures to execute
