RGP-000-001: Renbase: Decentralized Liquid Staking for Ren

Renbase is a grant proposal to bring decentralized liquid staking to Ren. It has two mandates: to maximize the percentage of REN used to secure the network and the Nakamoto coefficient of the operator set.

The vote will be determined by the greater of "For" and "Against" votes, even if it is less than 50% + 1 of all votes. "Abstain" votes are thus equivalent to not voting.
