RIP-17: Budget for Miscellaneous Costs

SUMMARY: The ResearchHub Foundation often utilizes various platforms, tools, services and sponsored events to be able to host webinars, online conferences, sponsor in-person marketing events all that require content creation materials, subscriptions or software tools. ResearchHub Foundation requests to convert ETH to USDC in order to cover these expenses.

MOTIVATION: In order to cover the cost of various miscellaneous expenses including costs for marketing tools, sponsoring marketing events, various software platform subscriptions, operational tools. These may, for example, include Zoom webinar, Domain Name costs, etc These expenses often require payment via USDC/USD, and thus necessitate the conversion of some assets in the treasury.

PROPOSAL AND ACTION: Convert up to 5 ETH in the ResearchHub Foundation community treasury, at time of approval of the governance vote, into USDC to cover miscellaneous expenses for tools and marketing materials.
