Zero: No council, the DAO should remain completely open with every decision made via publicly available proposal. Everything remains as it is.
One: Makes the fastest decisions but is a potential singular point of failure.
Two: Both councillors are required to agree to pass transactions or autonomous minor decisions.
Three: Majority vote within the council removes requirement for unanimous agreement to pass transactions or autonomous minor decisions.
Four: Combines removal of unanimity and therefore speed and requirement to come to a majority without having a tiebreaker.
Five or more: Divides abilities and responsibilities across more shoulders, making the process slower but also safer.
