Proposal: Add DVF liquidity to markets

Summary:

The DAO to supply 368k DVF for the following purposes:

1. Add 168k DVF to the DeversiFi market
2. Add 200k DVF to a new Uniswap v3 position

Specification:

1. A transfer of 368k DVF to DeversiFi Labs multisig at 0x520Cf70a2D0B3dfB7386A2Bc9F800321F62a5c3a which already escrows some DAO funds in preparation for liquidity mining.

2. The Labs multisig will use 200k DVF to create a new Uniswap V3 position and then transfer the new LP token to the DAO. Due to shifting market conditions, doing this manually is preferable instead of depositing the DVF directly into Uniswap V3 via this proposal, which may fail or cause a market movement at the end of the 7 day voting period.

3. The Labs multisig will deposit the remaining DVF to the market making service for the DVF/USDT market on DeversiFi.
