Lower RIC Token Threshold

Currently, the threshold for RIC token holdings to submit a proposal is 10,000 tokens. Given the state of the community and the emergent movements within the DAO, a lower threshold will help governance move more quickly and decisively. At the time of writing, the RIC-USDC pool has ~30,000 USD worth of liquidity, meaning the RIC required to make a proposal currently sits at around ~3,070 USD.

Ideally, a RIC proposal should be priced at no greater than 1,000 RIC. At the time of writing, this is around ~250 USD. Other thresholds are suggested and also 10,000 RICs in case someone in against this change. The threshold with the most votes will be the new one.
