Partial Bounty Payout for REXForce Contract Progress

Through this proposal we would like to request a partial payout of 50% ($7500) of the bounty assigned to the REXForce contract. The current progress of the contract has been merged with this PR: https://github.com/Ricochet-Exchange/rexforce/pull/6.

We have completed and reviewed these flows:

• Captain registration
• Captain resignation
• Dispute captain
• Bounty Creation
• Voting for all flows

The current things that we need to do:

• Mint bounty NFT
• Create stream using cfav1 library
• Add basic tests for all flows
• Separate the storage and helper libraries in two contracts like the V1 market contracts

We estimate that the remaining work will take not more than 14 days. With the current market situation, @shreyaspapi and I would like to receive this partial payout to keep us motivated and complete the bounty on time.
