Provision Funds for a Temporary Quality Assurance Lead

This is a vote to allocate $12k of RIC to fund a QA lead for 3 months. Half of the funds would be streamed to the person that takes on the role over the course of the time period and the other half will be released to him/her upon community vote after the term.

Responsibilities of this role include, but is not limited to:

• Reviewing code on pull requests
• Creating quality standards for bounty submissions
• Writing and implementing unit tests
• Developing procedures and processes for testing new features
• Communicating work status to the DAO
