Retroactive Reward for web service contribution

This is a proposal to reward Mike with 1000 USDC and 25000 RIC for contributing web services to the project.  These services have since been shutdown and replaced with an ENS/IPFS/eth.limo stack.

This reward will be sent using Superfluid Vesting. 1000 USDC and 25000 RIC will be streamed over 5 months.
