V1 Liquidity Mining Allocation

As specified in the white paper regarding the RIC token:

10% will be distributed as part of a version 1 liquidity mining program.

So far, 4.33% of the RIC tokens have been distributed as part of that program.

This is a proposal to add the remaining 5.67% of RIC tokens uniformly to each of the supported tokens (ETH, WBTC, MKR, MATIC) and distribute them over the next 3 months.

The poll for this proposal is a yes/no vote.

If the proposal passes, then the following actions will be taken by Ricochet DAO:

1. It will add 5.67% of the RIC supply uniformly into the existing stream exchanges
2. It will set the subsidy rate on each exchange to distribute the RIC over the next 3 months
