RHIP 3: Renew Ticket Rewards on the Iron IS3USD protection pool

In the past month we have distributed 25,000 Risk Harbor tickets to underwriters of the Iron IS3USD protection pool. This pool is set to expire Mon Nov 1st 2021 meaning that some underwriters are locked in for another ~16 days (after the poll closes).
