On-Chain pDAO Quora (RPIP-64)

RPIP-64 sets initial quorum values ahead of the Protocol DAO's first on-chain vote.

Outcome If Positive

The pDAO asks the guardian to change two protocol settings:

• proposal.quorum = 15%
• proposal.veto.quorum = 20%

Outcome If Negative

The quorum settings will retain their current values:

• proposal.quorum = 30%
• proposal.veto.quorum = 51%

Rationale

The standard quorum parameter mirrors the Snapshot quorum in function and should therefore be set to the same 15% value. The veto quorum is set higher to prevent governance capture, yet still low enough to be reachable with previously observed vote participation rates.
